libipsecconf+whack: sync code setting auth/authby defaults
Given leftauth=..., libipsecconf send pluto both:
leftauth=...
policy[authby]=RSA+ECDSA+RSA_1.5
sighash=sha2...
where as whack (option is called --authby) was sending:
leftauth=...
policy[authyby]=LEMPTY
sighash=LEMPTY
sync code so that whack is more like libipseconf/addconn.
