connections: split rw_responder() instantiate
- rw_responder_instantiate()
called when only the initiator's host address is known
this code setting the client.selector is dubious
- rw_responder_id_instantiate()
called when finding a better connection; the initiator's ID is
known (and for IKEv1, seemingly, the subnet is also known)
In either case, don't pexpect it to be called with an opportunistic
connection.
