enums: add ikev1_ipsec_attr_name, fix ipsec_attr_names
Where ikev1_ipsec_attr_name is for lookups without the AF bit
and ipsec_attr_names is for when the AF bit might be present.
The old table had duplicate entries but these weren't visible
as only 0..255 were being dumped.
