ikev1: replace set_nat_traversal() with check_nat_traversal_vid()
Since, at this point, it is just checking the VID it doesn't need
to check nat_traversal_enabled. Instead check nat_traversal_enabled
in ikev1_natd_init().
Also rename nat_traversal_insert_vid() to emit_nat_traversal_vid()
