iface: set iface_endpoint .esp_encapsulation_enabled based on kernel probe
Probe the kernel for ESPinUDP support on the interface before constructing
struct iface_endpoint. Also replace the bool parameters
esp_encapsulation_enabled
float_nat_initiator
with equivalent enums.
The code still clears "nat_traversal_enabled" should the probe fails.
Just note that the global is something of a misnomer.
