libipsecconf: change modecfgserver= and modecfgclient= to enum yn_options
- were bool, pluto couldn't tell the difference between
#modecfgserver=no
modecfgserver=no
- rename whack fields match option
- update connections checking code
- also fix --modecfgpull=no
- note that while:
rightmodecfgserver=yes
leftmodecfgclient=yes
#leftaddresspool=yes
is arguably broken it can't be rejected
ref #1978 should IKEv1's MODE_CFG'less address pools be behind an option?
