connections: add can_extract_str() to check strings needing parsing
- can't extract a null field
- don't extract a non-NULL field when never-negotiate
(but, like other code, warn that field is being ignored)
Use when extracting modecfgdns et.al., marks, and ipsec-interface.
(replace code that was radio-silent when never-negotiate)
