revival: don't expect the IKE SA have .{established,negotiating}_ike_sa
A crossing stream where this end initiated the connection's
IKE SA but is then crossed by the peer establishing the
connection's IKE SA only to connswitch to another
connection for the Child SA - leaves .negotiating_sa
but nothing else.
