-"west-east": ISAKMP SA is shared - only terminating IPsec SA
+"west-east": only deleting IPsec SA #2, ISAKMP SA #1 is shared with

connections: in visit_connection_states() always callback child /w IKE
... even when unrelated, for instance when the connection's
Child SA doesn't have connection's IKE SA as parent
