testing: update "ipsec down" when IKEv1

ipsec down: for IKEv1, "delete" the unshared IKE SA with a Child SA
Outwardly the only change is:
-"modecfg-road-eastnet-psk": terminating SAs using this connection
+"modecfg-road-eastnet-psk": deleting connection's IPsec SA #2 and ISAKMP
SA #1
but internally this is like replacing the "terminate" bludgeon
with a surgical knife.
