ipsec down: don't delete a connection's IKE SA when no Child but siblings
fix #2010 a connection with only an IKE SA, is deleted when it has other
children

testing: update <<ipsec down>> tests
- add tests where the IKE SA's connection has no children
yet the IKE SA does have children (just not its own)
see: #2010 a connection with only an IKE SA, is deleted when it has other
children
close: #2009 ipsec down deleting connection's ISAKMP SA ... (i.e., no
Child) not tested
- work around down IKE
see: #2003 an IKE SA for a down connection should delete when it has no
children
