pluto: merge OPT_NO_AUDIT_LOG KYN_AUDIT_LOG, add OPT_AUDIT_LOG
make log_to_audit static to linux_audit.c
add --audit-log={yes,no}
Add note about audit-log=no is ignored when auditing is builtin
but really broken.
close #2272 merge case OPT_LOG_NO_AUDIT and KYN_AUDIT_LOG

pluto: merge --no-log-ip into config_setup.[hc]
- also add --logip=no, to match config file
- change `static log_ip` to false
instead set it after config has been passed
(avoid the very hypothetical case where a sensitive ip
is logged before config is loaded)
