libipsecconf: order table, move aliases and obsoletes to end
put setup keywords before conn keywords
Force aliases and obsoletes to start at CONFIG_CONN_KEYWORD_ROOF
i.e., past all the keywords proper making space for
keywords to be stored in their index!
Find/fix a number of keywords that should be marked with kv_alias.
add code to confread.c to check order

libipsecconf: drop kv_processed
it would supress confwrite.c for some cases
now-a-days everything just copies the original string
