Merge ipsec add: invoke libexec/ipsec/add directly
drop code in ipsec.in pre-parsing options
close #2606 ipsec add --autoall
-> ipsec.in was blocking it
close #2603 drop AUTOSTART_START, it's just an alias for AUTOSTART_UP
-> but auto=start remains
see #2604 within ipsec.in, merge the separate add+initiate commands
implementing start and ondemand
-> merge ipsec-ondemand.8 into ipsec-add.8
