Merge ipsec {start,ondemand} connn: implement as wrappers to ipsec add
--auto=
close #2608 ipsec add, since it can initiate, should support --async=no
close #2604 within ipsec.in, merge the separate add+initiate commands

orient: separate out post-orient route/up
this way the logging order of orienting and initiating can
be better controled (else, the connection initiates before
it's been added)
