testing debian: dump 32-bit glibc build using debian
Switch debian to 64-bit 12.13.0. Convincing 32-bit debian
and libvirt that they should just get along is a battle
no longer worth fighting.
This means our 32-bit builds are alpine/musl and *BSD
(and not glibc).

testing debian: force console=serial
After loading the ramdisk, debian likes to switch to
the graphics console (which isn't there).
