testing: refine whack-pluto-02-logfile log parameter tests
- Test `--config` and `--logfile` in both orders to verify precedence
- Use `--selftest` instead of backgrounding Pluto (`&`) for cleaner tests
- Verify `--stderrlog` consistently overrides other logging options
- Remove unnecessary `debug` keyword from west.conf
