Although there are a lot of failures, they boil down to a very few
missing conns: slow-retransmit, mycert, road-east-common, and
west-leftrsasigkey2.
slow-retransmits was people adding those to the conn but they did
not check whether the base ipsec.conf.common that defines it was
included in /etc/ipsec.conf. I fixed those.
I haven't looked at the mycert/road ones.
the rsasigkey2 tests should probably be removed. They were to test
this feature, but it seems this feature hasn't ever worked (even
in freeswan!)
