If I'm not mistaken, I bought my Sound Blaster multimedia kit (SBPro 2.0, single speed CDROM) in 1992, and it included the game Sherlock Holmes Consulting Detective, which featured live actors.
I've just checked Mobygames and it mentions SHCD as actually a 1991 game.
Before the CD era, I used to follow the news of the upcoming "CDROM games" on the French magazine "Joystick", and to be honest this is the only one I remember with FMV back then.

Somebody wrote me with an interesting question that I don't know the answer
to. What is the first game you remember that has live actors in it (FMV).
I'm sure it wasn't 7th Guest, although that stands out in my mind as the
first one to do a decent job. I have a game called Dracula Unleashed from
1993. Anyone?

sounds like a very good candidate. But I'm dubious about the 1991
date. I've often heard The Manhole touted as the first ever PC CD-ROM
game, and it is copyright 1992. The first game I had on CD was Mixed Up
Mother goose, also 1992 (it came with my brand new Sony single speed CD-ROM
Drive, which I bought in 93). Neither of these games had FMV live actors
though.
I
guess SHCD could have been in development for a couple of years, which would
give it a 1991 copyright, but it might also be a mistake.
