Could it be Crime Wave on the PC (and I believe on the Amiga too)? It didn't feature FMV, but had digitized graphics featuring real actors. Made in 1990.

Just pirate it. All copies, even craptastic Slash releases, go for
more than they're worth IMO. Slash, don't pay more than $20;
non-Slash, pay up to $55 if it's complete. But personally I don't
think they're worth more than that (even though the fans disagree
with me).
Sherlock Holmes was entered by me and I confirmed the date. I
bought my SBPro kit in 1992, but the game was available as early as
1991 (check the file dates if you don't believe me -- it was
availble for the 1991 xmas season. I also worked a couple of blocks
from ICOM's offices at the time :).
So, a recap: The first example of DECENT full-motion video was
indeed Sherlock Holmes. Earlier than that was Martian Memorandum,
by a few months, and a passable attempt at digitized facial
animation + digitized sound was Mean Streets in 1989.
Again, there is the nagging feeling that there is some Amiga
title that could qualify...
