Playing a video file in a browser *always* requires a plugin, whether it's
Apple Quicktime or Flash Player or Windows Media Player. Video formats
have been steadily evolving for years, so there's no single video format
that works in every browser. 

HTML5 is trying to address this issue by incorporating a video player into
the browser itself, but the browser vendors are at odds over what codec
will be used (some are patented and require royalties), which makes it
looks as though HTML5 won't have a one-size-fits-all video format, either.
Even if HTML5 succeeds, its video feature will only be supported in the
very latest browsers (no IE6-8, no Firefox 3, no Safari 3, etc.) and won't
be mainstream for years.

The most solid option available right now is Flash video (FLV), which
requires the Flash Player plugin. All the big shots use Flash video, from
YouTube to Hulu to sports sites and more. But even within Flash there are
different flavors of Flash video...  the technology has continued to
mature, meaning the newer stuff is better quality/smaller file size than
the older stuff, and the older players can't play the newer videos.

So the answers are:


is it possible to place a film on a website, that can be played in any
browser, any version of browser and regardless of what version of Flash
they have?


nope


even if they have no flash installed at all?


nope


and never any prompt to upgrade / install anything?


definitely nope.
