The proper terminology to explain things would be this:
 
you can use SWFObject (a JavaScript library) to embed a .SWF asset (a
file) onto a page in a browser... once that .SWF file is successfully
embedded onto a page, that .SWF file can then load a separate .FLV video
file and play it.
 
SWFObject is just a tool for getting any abitrary .SWF asset onto a
page... what the .SWF does after that is not really our concern.

flv does not convert to swf - flv is played via a swf. flv can be
converted to mpg, or mov, or other video format - and swf is not a video
format.
