Sorry for the confusion - Express install is a mechanism to update your Flash player if FP 6.0.65 and greater is already installed. If you have no Flash player, then no, EI cannot be used (as it is activated through Flash player)
The registrarion of your Flash player can sometimes become corrupted (meaning SWFObejct cannot detect the version correctly).
