I'm writing up a revised proposal as we speak. I'm hopeful that it will address *most* of the concerns that have been expressed here, but it adopts a slightly different conceptual approach than the previous one - enough so that I don't think of it as a revision. Because of the concern that Xiaodi just raised about emojis and modifiers, I'm going to identify that as an open issue with an "if feasible" proposed resolution to place them in the traditional identifier space.
