There are java-to-native compilers about. I recall that Cygnus (now owned by
Red Hat) were working on one for Linux, and IBM do one for AIX. I don't know
about Windows. I wouldn't touch J++ if my life depended on it. All of the
Windows EXE generators I know about just wrap a JAR file in a C wrapper. I
think that even J++ required a JRE to be installed, for its generated EXEs
to be able to work.

Why not just deploy a JRE with your application?
