Ask a lawyer: 
Is it legal, do nothing. You're not responsible for your customers.
Is it illegal, shut the port quickly and inform your customer.
But be very, very sure that it is illegal before a shutdown.

|called us, since we are the secondary nameserver for our
|server hosting customer (and so whe a secondary for the
|domain of this faxsender), and asked us to stop this faxes.
