SPF is good for documenting where in your network email is expected
to come from, but if a domestic ISP expects its users never to send
email except through their own mail relay then why should it not
just block port 25 out anyway?

AOL does that too.

So SPF while useful, is not really for the same purposes as blocking
port 25 out, IMHO.
