You probably first want to consider the question of who is actually responsible for that spam. Not long ago when CNLAB/Kassensturz was accusing ISPs of not taking enough measures to protect their customers ("NAT firewall") everyone was whining. "It's not the ISPs fault, be- cause we are only providing connectivity and don't control content" (to paraphrase what has been said).
Now we are facing the same problem and suddenly the ISPs (or a particular ISP in this case) is our scapegoat?
