I don't know many thing about their intention or internal configuration. But, maybe they just decided to let ns3.ip-plus.net for testing purpose.
This one is still usable (164.128.36.54),
and if you look at it a little bit closer, this is the one used by their DNS check tool
at http://www.ip-plus.net/tools/dns_check_set.fr.html
