Maybe it could be a full/half-time job for one, which will be fully or partially paid by all participating ISP/company which using then this service ?
No one has defined 'it' clearly. Some are talking about a spamcop-like RBL (but less sucky), others about a mailinglist and then there are those who want to share SA-rules.
