Sort of. It's also called a "positive feedback cycle". If you as server administrators show support for SPF, tool smiths will in turn create more tools (namely support for their MTAs, spam filters etc.) for SPF. And with more tools available for SPF more people will create SPF records :) SPF might not yet be standardized, but my stomach feeling tells me its the right thing to do.
