No no no, that's a misconception. I think already Tobias Orlamuende mentioned 
this question. If the SPF record is missing, you'll simply do nothing. You're 
not supposed to penalize domains without these records. However, with SPF 
support you'll get the extra protection for your domain(s) and implementing 
SPF is a matter of adding a TXT record to your DNS server.

You're also an access provider, we're a hosting-only provider. Different 
scenarios :)
