No, it's called "free-for-all" vs. "utilities regulation".  It has
nothing to do with open market.  PTT in 1980 was "public service", and
some of us remember how good and cheap _their_ services was (back
then you didn't even have a choice in Zurich/Bern/Basel, remember?)
