Classical broadcasting in Philly has been a disappointment for all
of the time I've been here (since '83). I could never warm up to
WFLN. WRTI? No. No. No. If your neighbor is willing to use a decent
tuner and antenna I recommend WWFM 89.1 out of Trenton any time and
even more highly recommend WPRB Princeton 103.3 in the morning. WWFM
is quite good but Princeton's diverse programming is an unequaled
treasure.

I can send over a pile of suggestions offline in that category, as I
listen to classical music quite a bit. It's a category that
transcends languages well too. Such national "public service"
broadcasters as BBC Radio 3, SR Klassik (Sweden), and Swiss Radio's
classical station are all quite good. NRK out of Norway has decent
listening.
For global classical in English there's Australia's ABC Classic FM,
RNZ Concert, and RNW (yes, that RNW) Classical.

Several good choices here...
It's your best standalone approach for listening to those
broadcasters
that no longer specifically target North America: Radio Australia,
BBC, DW, RNW, R. Sweden, R. Australia, RFI, etc...
