I've always felt that licensing is the key with DRM. Broad adoption of
this technology is bound to fail because of the proprietary nature of
the system. Transmitters and receivers all have their cost increased
by having to pay license fees to whoever created the technology (in
the case of transmitters, I understand that the DRM licensing fees are
quite expensive).This distinguishes DRM from historical schemes such
as AM and FM that had no "stud fee" attached. For this reason, DRM
will fail. A digital shortwave scheme will not have any chance of
broad adoption unless it is based on an open specification that is
vendor independent and can be built without egregious licensing
restrictions.
