Right.  There is no way to create a new user while logged in as another
user.  [[UserPreferences]] does the dual role of creating new users (while
not logged in) and configuring settings (while logged in).  What you're
asking for is the ability to access the first functionality while logged in,
as an administrative tool, so that effectively only administrators could
create accounts on a "closed" wiki.

I don't think we had given too much thought to using Sycamore with a closed
userbase.  Hell, we've been going the other direction, working on making
user accounts access multiple wikis.  That said, I don't believe it would
take too much hackery to make this available.  However, since no one got the
testing machine up (*hint*) and I'm moving out of my apartment in 2 days,
I'm not going to try any hacking on this one.

The workaround I've been using on a small, mostly closed site (running
Plone) is:
 * Allow all users to make an account, so that they can post comments to a
couple key pages
 * Independently confirm that an account is who the person you think it is
before granting more access.
I know that's probably not what you were looking for if you're concerned
about security though.  At least I can tell you that the software has enough
active trolls... I mean active users that security is pretty tight now.
