Aside from the case when you want to allow untrusted templates to be  
uploaded, it really seems increasingly unlikely that a designer will  
work directly on a template unless he knows programming basics given  
that more and more interfaces heavily rely on CSS and javascript to  
function. So I tend to agree on this point as well. Again, unless  
someone can really proof to me that its still possible in todays web  
2.0 happy world to preview templates without a web server or some  
heavy xslt work using some nifty template engine, I simply do not see  
that it makes sense to push towards a standard template engine.
