do you think the changing of such settings should be done via annotations? in 
this case i see trouble in how to best enable developers to selectively 
overwrite, add and merge settings. i guess the default could be merge and there 
could be some syntax to ignore parent definitions to start from "scratch" or 
something. not sure and i dont have enough experience with annotations to 
really know if its actually a problem at all. but i am still a bit concerned.
