It's not possible AFAIK, but if it's just 2-3 lieutenants I think they
could be added to the repo, and therefore have full commit access, but
be trusted not to (ab)use it. If someone pushes and wasn't supposed to
he gets slapped and commit access is revoked, it's not that complicated.
