Other than that, that sounds like an OK proposal to me. The only problem I see is that maybe people will get confused when they see their pull request has been merged but it's actually not merged in symfony/symfony. Another approach might be that, for minor changes, lieutenants just "Ack." in PRs and you merge them straight. Doesn't make sense to add a level of indirection if it's not needed. If small adjustments are needed, or it's major changes that need further commits, then they should merge in their repositories, do the change, and create a new PR for you. Thoughts?
