1) APC is require
APC is not required, it is recommended
2) some php.ini extension setting
3) intl
Look at the XAMPP doc to see how to get the intl extension. It may even
be bundled with it (in WAMP, the only needed step is to activate it)
if you give more detail from wher to download APC and intl and how to
install and configure it...
