Fabien not the only one to write the doc (there are many other nice volontary guys). Please, don't blame him for everything.
Also, I don't agree that the Symfony doc should document the wamp installation and configuration. It is perfectly ok to tell the requirements and maybe include a FAQ on some environment set up issues, but no more. The point of symfony (and so its doc) is not about LAMP server, it is about a web development framework, in my opinion it should stay this way.
