This patch is in already and the issue seems to be fixed now.
In [1]: notcos=Wild('notcos',exclude=[cos])
In [2]: cos(x).match(notcos)
In [3]:
In [4]: notx=Wild('notx',exclude=[x])
In [5]: cos(x).match(notx)
