New issue 1623 by smichr: match doesn't exclude functions

In the simplify/trigsimp_nonrecursive routine there is an attempt to create
wild variables that exclude functions. As far as I can tell, although
variables can be excluded, function cannot:

>>> x = Symbol('x')
>>> notcos=Wild('notcos',exclude=[cos])
>>> cos(x).match(notcos)
{notcos_: cos(x)}
>>> notx=Wild('notx',exclude=[x])
>>> cos(x).match(notx)


This may be affecting how well the trigsim is working. Rather than changing
the simplification routine, the matching algorithm should probably be
modified to exclude functions.
