OK, this is ready to look at: commit 1766 in smichr's 1766 branch at github.
Laws regarding power rules are still being broken silently in together or
fraction (I
forget which right now) and I'll try tackle those later after opening
another issue.
This is big enough as it is.
doctest and test pass here.
