Sorry, hadn't realised there was a V3 of Python! maybe P32?
They're saying the Python WinInstaller build process hasn't been updated to handle Win64, so you can't build a Win64 installer using Python. I could build you one from scratch, but you would need to help me understand the process of installing into Python (I'm assuming there's more to it than copying a bunch of files into the right directory).
