The original intention of that was to make it so that the printed form of the expression shows the constants in order. This is in general impossible, because changing the number of the constant will change the order that it appears in the expression, but if I remember correctly, it works for most nth order linear equations (which is where it currently matters the most), though this is in many ways just a coincidence of the implementation.
