I closed the pull request, since it was inadequate. Slow progress can be
followed on
https://github.com/zanzibar7/sympy/tree/dsolve_fixes
Not yet ready for a pull request, but returns correct answers more
often than master if you're having issues.
- constant creation avoids collisions
- multiple appearances of constants are respected
