Quoted printable is 'safer' 7-Bit content for MTA's which don't know how to handle 8 Bit content, though these still exist, they are a dying breed. QP produces output which is slightly larger than plain 8 Bit content. Base-64 is another option to produce 7-Bit content from 8-Bit content, but produces output even larger than QP. The reason QP is used in Synapse is that there is no way to know in advance if your text contains any 8 Bit chars. (without first scanning it), so it is useful/easier in this case just to use QP by default. HTH.
