You mus encode 8-bit chars to 7-bit form.

Base64 encoding cover all needings, but encoded result is allways 
bigger then original (4/3 of original size) and mail is not readable 
in RAW form.

Quoted-printable is good alternative, because it encoding only high-
bit chars, 7-bit chars left unchanged.

Think about it... Quoted-printable is not good for binary content 
(even it may be used in this case too!) or for langiages, where is 
lot of 8-bit bytes. (chinese, etc.)

Base64 is good for binary content, but for languages, where are small 
count of 8-bit bytes it is not good, even base64 can be used in all 
cases too.

So, mail agents will select encoding what is best for encoded 
content.
